Carl Thomas

Carl Thomas has extensive experience in public procurement.

He previously led an award-winning procurement team at one of Wales’ largest housing associations. At the Chartered Institute of Procurement and Supply (CIPS), he taught best practices in procurement and contract management globally and contributed to post-Grenfell procurement competence standards.

Currently, Carl develops Welsh Government's Procurement Reform engagement, collaborating with stakeholders to maximise reform opportunities across the Welsh public sector.
