Carl Thomas

Carl Thomas has extensive experience in public procurement, having led an award-winning team at a major Welsh housing association. He has taught procurement best practices globally through CIPS and helped develop post-Grenfell standards. Currently, as Implementation and Governance Lead at the Welsh Government, he oversees the delivery and governance of procurement reforms across the public sector.
